It's a good question. I did respond to him on their his comment but to save you time from looking there, it's basically a more intensive SEO strategy than basic SEO that a lot of bloggers do. It's more than the bare minimum, in other words. For a serious SEO optimizer, there's probably not that much difference, if any.
